DevKira: ChatGPT and Claude, governed by your company's rules

ChatGPT Enterprise and Claude Enterprise provide everyone with an AI assistant. However, they don't manage who can use it and how much they spend, where documents are stored, or how work flows all the way to finished software. DevKira is the platform that handles this: it runs on your servers in Italy and uses the subscriptions you already have.

00

DevKira in thirty seconds

A platform on your servers, between your team and AI models

Your team

Developers, analysts, and project managers. Everyone uses AI from the same place.

DevKira

on your servers, in Italy
  • Spending limits per person and per team
  • Permissions: each user only sees their own files
  • Audit trail of who did what
  • Workflow from concept to production, step by step

AI models

Claude, GPT-4o, Codex, Mistral. Using your existing subscription or an enterprise key.

The askA two-week pilot on a real use case, with three success criteria agreed upon before starting: first approved deliverable, zero files leaving the environment, and AI spend kept within our mutually agreed limit.

Hard spend limits that truly enforce control

Enforced before requests are sent. Production access is strictly manual, requiring dedicated permissions.

Clear ownership at every step

Who writes, who approves, who signs off, and who deploys: every step has a designated owner.

A full audit trail of everything

Access logs, permission changes, and every AI prompt, complete with model and cost tracking.

02

What generic LLMs and standard business accounts leave unaddressed today

Six gaps that a per-user subscription doesn't close. The circled number indicates the section addressing it.

1
An account for every user

You buy a seat for everyone, even occasional users, while consumption is billed separately.

Section 04
2
Work lives elsewhere

Documents are created in chat and must be moved manually: there is no path to production.

Section 05
3
Spend untracked by project

Billing is per account, not per project: there is no visibility into what each job actually costs.

Section 06
4
AI ignores access permissions

Files are uploaded by individuals, with no guarantee they adhere to existing corporate permissions.

Section 07
5
Data tied to the vendor

Where data is stored and who controls it remains entirely dependent on the vendor and contract.

Section 08
6
Single-vendor dependency

A subscription locks the company into the models and business terms of a single provider.

Section 09
03

The impact of these gaps

Two external data points, and what changes with DevKira

78% AI is used on personal accounts

of employees using AI at work bring their own tools, outside corporate systems. May 2024 survey.

With DevKiraCompany-selected models, one key per person.
97% No control over AI access

of companies lacked AI access controls, among the 13% of organizations that reported an AI-related breach.

With DevKiraBudgets per person and model, every access logged.

Licensing and company rollout

How to introduce DevKira, user by user, without disrupting everyone's habits all at once.

Claude Enterprise and ChatGPT EnterpriseOne account per user
An account is required for everyone, even those who only open AI once a week.
There is a minimum seat count to purchase—higher for ChatGPT Enterprise—tied to an annual contract negotiated on a case-by-case basis.
Usage is billed on top of account fees.
State 1

Existing individual subscription

Users with an existing subscription
Provider

The request goes directly to the provider: the user continues using their existing subscription.

For the companyNo additional licenses. The subscription fee stays outside the usage billing.

State 2

Company key with a spending limit

Users without a subscription
limit
Provider

The user receives a company key with their own spending limit, validated before the request is sent: once the budget runs out, it stops.

For the companyNo seats to buy: pay only for consumption within the limit, allocated by project, user, and model.

State 3

No account

Those not using AI
No license

Those who do not use AI need no account at all. Switch to either of the other two states whenever needed, and change your mind at any time.

For the companyZero licensing costs.

052

Documents and Project Work

Where documents live after the chat, and how they make it all the way to production.

The ideal scenario

The document originates in the AI conversation, remains within the project with version control and approvals, and moves into production without being copied elsewhere.

Claude EnterpriseAnthropic
ChatGPT EnterpriseOpenAI
DevKiraon your servers
Claude EnterprisePartially covers
  • Shared projects with read or edit permissions.
  • A dedicated knowledge base for each project.
  • Documents generated in chat must then be moved elsewhere.
ChatGPT EnterprisePartially covers
  • Shared workspaces and links to company files.
  • Same story: the chat generates the text, but the work lives elsewhere.
DevKiraCovers
  • Word, Excel, and PowerPoint open and can be edited directly within the platform, complete with comments, version history, and dictation.
  • An approved project page that remains even after the chat ends.
  • Recurring tasks that automatically save results to the project folder.
  • Tools for code and publishing, all accessible with a single login.

Others just generate text. DevKira keeps it in the project and drives it all the way to production.

063

Spend control

Who shows you what you've spent, and who stops requests before they run.

The ideal scenario

Every person and team has a budget. When it runs out, the AI stops before spending, and at month’s end you know exactly what each project cost.

Claude EnterpriseAnthropic
ChatGPT EnterpriseOpenAI
DevKiraon your servers
Claude EnterprisePartially covers
  • Spend limits by organization, group, and user.
  • Spend broken down by user and model, updated daily.
  • Controls are strictly financial: without limits configured, nothing stops.
ChatGPT EnterpriseNot published
  • Usage measured in “tokens”—the billing unit for AI.
  • Spend controls available in the admin console.
  • Spending terms and project-level tracking are not public: they must be negotiated in your contract.
DevKiraCovers
  • Limits per company, team, and user, validated before requests run: once the budget is reached, it stops.
  • Proximity warnings, hard cap enforcement, and usage exports.
  • Spend broken down by project, user, and model.
  • Users bringing their own subscription are excluded: fixed fees are never mixed with consumption.

Others show you what you've spent. DevKira stops it at the limit.

074

File permissions and governance

What the AI can read, and who decides what it can access.

The ideal scenario

The AI only has access to project files and nothing else: if a user cannot open a folder, they cannot have the AI read it either.

Claude EnterpriseAnthropic
ChatGPT EnterpriseOpenAI
DevKiraon your servers
Claude EnterprisePartially covers
  • Customizable roles, automated user provisioning, and groups.
  • Project materials must be uploaded by a user or brought in via external integrations.
ChatGPT EnterprisePartially covers
  • Single sign-on, domain verification, admin roles, and controls.
  • Same approach: content is either linked or uploaded.
DevKiraCovers
  • Files are sourced from your document repository with existing permissions intact: users who cannot access a folder cannot see it here either.
  • Five standard roles plus custom roles, with access levels defined resource by resource.
  • Project assistants that search exclusively within that project's files.

Others require you to upload content. DevKira inherits the permissions you already have in place.

085

Data Privacy

Where data resides, who controls it, and what can be audited.

The ideal scenario

Documents and AI prompts remain under the company's full control, in Italy, with every access leaving an audit trail.

Claude EnterpriseAnthropic
ChatGPT EnterpriseOpenAI
DevKiraon your servers

  • No model training on commercial product data.
  • SOC 2 Type I and II, ISO 27001, ISO 42001, HIPAA-ready configuration.
  • 180-day audit log (excluding contents), plus a compliance API to retrieve them.
  • Configurable retention from 30 days; customer-managed encryption keys.

Must be defined in contractTerms are not public and must be negotiated by contract. OpenAI documents European data residency for new Enterprise workspaces, but does not guarantee Italy-specific hosting.
DevKiraYour data stays yours
  • Servers and storage located in Italy, zero data sent to foreign clouds, fully isolated tenant space for each company.
  • Six layers of protection active from day one, detailed in Section 15, Sheet 2.
  • Closed network by default: no cross-tenant traffic, outbound access restricted to whitelisted endpoints.
  • Enforceable European-hosted models for high-sensitivity documents.
  • Granular audit trail tracking user access, permissions, and every AI prompt with model and cost metrics.
NoteDevKira does not provide product certifications: you certify the perimeter directly on your own infrastructure. For full details, see Section 10.

Others rely on compliance certificates. DevKira hosts your data directly on your servers, in Italy.

096

Model Selection

A single model provider, or multiple models unified under one platform.

The ideal scenario

Choose the best model for each task and switch whenever a better one is released, without changing platforms or policies.

Claude EnterpriseAnthropic

  • Same limitation applies to other AI tools already in-house.
DevKiraNo vendor lock-in
  • Claude, Codex, GPT-4o, and Mistral in a single catalog, with the same limits and unified audit logging.
  • Existing subscriptions remain valid alongside your company key.
  • Fully open-source software: switching model providers takes just one line of configuration.

Others lock you into a single model provider. DevKira supports as many as you need.

10

Certifications

DevKira does not have product certifications: why that is, and what we provide for verification.

1 · The objection, addressed upfront

DevKira does not have product certifications

Major vendors hold SOC 2, ISO 27001, and ISO 42001 for their services. DevKira does not. Anyone completing a vendor assessment questionnaire will find "no" on that line, and we prefer you hear it directly from us.

2 · The reason

A certification covers the infrastructure of the party that obtains it

With a cloud service, that infrastructure belongs to the vendor, and you rely on their certificate. With DevKira, the infrastructure is yours, in Italy, within what you already verify. There is only one perimeter to monitor, and it is yours.

3 · What we provide for verification

Documents you can review

  • Architecture documentation: the Infrastructure Atlas, updated as of Oct 20, 2026.
  • Test results.
  • The Data Processing Agreement (DPA).
  • The access and AI request log, as evidence.

How it works · Sheet 2

From idea to production, all in one place

This is what a business account lacks. Work comes in as a conversation and goes out as something running for customers, passing through controls with clear ownership and a full audit trail.

12

The eight steps, one by one: who carries them out and what stops them

Detailed breakdown of the pipeline from section 01, sheet 1

01
Idea. An in-project chat with built-in context: RFP, brief, and requirements pulled directly from project files.
Anyone on the project
02
Document. The draft originates in the editor; the assistant suggests, and the author accepts or discards before it enters the file.
The author
03
Approval. Document review and approved wiki page: whatever has been decided is officially recorded in writing.
The lead
04
Code. Working branch and change proposal. Direct commits to the main branch are blocked.
The developer
05
Build. The release pipeline triggers only from the main branch and publishes a dated image to the internal registry. Checks on change proposals run without publishing credentials, so a proposal cannot publish anything.
Automated
06
Test. The test environment pulls the latest image automatically. Its purpose is to showcase features as they are being built.
Automated
07
Acceptance. A single click, permitted only if the source environment is verified to be in sync and healthy.
The project lead
08
Production. Always manual, never automated. Dedicated permissions are required, and the image must come from the release branch: a demo environment built from another branch cannot reach this stage.
An administrator

The environment is a box with a single door

A perimeter for every environment across every project

Inside the environment project · environment
Internet→ Inbound tunnel→ The application→ Its database→ Dedicated backup

Web traffic only enters through the tunnel: it is the sole entry point. Each application has its database inside that environment, and backups are stored in a space accessible only to it.

✓Outbound internet trafficon the secure port only, and only to authorized domains
×Corporate local networkunreachable from the environment
×Other companies’ environmentsblocked at the network level
×Direct cluster commandsaccess is only via Git

Resource profiles (dev-small, prep-medium, prod-large, prod-xlarge) can be found in the technical appendix at the bottom of this document.

14

How an environment is provisioned

From initial request to an active environment

01
Request. Submitted via the portal, selecting the desired resource profile.
Project team member
02
Approval (production only). Requires dedicated authorization, and requesters cannot approve their own requests.
An administrator
03
Written to Git. The portal commits the environment file as an automatically merged proposal.
Automated
04
Provisioning. The deployment engine reads the file and provisions the environment with quotas, network policies, and team access.
Automated
05
Active. The portal receives confirmation, and the environment is displayed as active.
Automated

Modifying an environment means updating a file, not touching the cluster directly. This ensures complete traceability into who changed what, and rollbacks are as simple as reverting the file to its previous state.

15

Six layers of protection, active from day one

Nothing to build: active from your very first workspace

Identity

Single sign-on with two-factor authentication via app or physical security key. Temporary password on first login, lockout after failed attempts, and technical access by key only.

Permissions

Five standard roles plus custom roles, with view, edit, or admin access for every resource. Each organization sees only its own space.

Network

Closed by default: zero cross-tenant traffic and no inbound internet traffic, outbound access restricted to authorized domains, and every blocked attempt is logged.

Workspace

Unprivileged, rootless containers without an administrative user, read-only filesystem, pinned image versions, and strict CPU and memory limits.

Data

Clusters and storage hosted in Italy, with zero data stored on foreign clouds. Isolated environment for each organization, with encrypted credentials.

Audit Logs

Logins with source IP address, user and permission changes, every AI request tracked by model, tokens, and cost, plus tool access. Filterable by user, event, and date range.

Get started with a real use case, in two weeks

A cross-functional team, a concrete use case, results validated together.

What we offer

  • Full access to everything, from day one.
  • Every new release within a 12-month rolling window from launch.
  • Week 1: The DevKira team configures the environment and policies alongside your internal lead.
  • End of Week 2: Release priorities are aligned with stakeholders in a review meeting.

What we require

  • A cross-functional team combining business and IT.
  • A real use case, not a theoretical exercise.
  • A dedicated internal lead, available throughout the pilot.
  • Cadence: A review meeting at the end of each week, with written feedback on the use case.

How to get started

  • Week 1: Environment and security policies live.
  • Week 2: First tangible result delivered.
  • Ongoing: New releases delivered over a 12-month rolling window from launch.

Who manages the cluster

The cluster is yours. During the pilot, DevKira provisions and monitors it. In steady-state production, it can be managed by your in-house team or by DevKira under a support agreement.

Success criteria, agreed upfront: first milestone approved, zero files leaked outside the environment, AI spend kept within the agreed budget.

The reserved capacity is guaranteed: the scheduler sets it aside. The limit is the maximum the environment can scale up to if the node has headroom, and is not reserved. The sum of limits intentionally exceeds actual physical memory, as workloads never spike simultaneously.
